Online administration

The public sector is very active online. Central and local government programmes have been put into effect to ensure their institutions reach citizens and stakeholders via the online channel and present them with easy access to accurate, consistent and timely information. Offering transparency into the public processes and procedures is an important driver in the attempt of governments and administrations to get closer to the public and increase their credibility and reliability. A crucial factor in this is to have maximum control over the content and, as a consequence, content consistency across all communications channels. A solid WCM solution will enable that.

e-GIF compliance

Public bodies by default have to deal with a wide variety of rules and regulations. e-GIF, for example, is a set of policies and standards to enable information to flow seamlessly across the public sector and provide citizens and businesses with better access to public services. It is the technical cornerstone of the e-government policy for joining up the public sector. SDL Tridion's WCM solutions enable organisations to deliver e-GIF complaint Web sites.

Self service

Like any other company, public institutions are looking for means to operate more effectively and efficiently. Using the online channel to offer a wide variety of services not only enlarges the service window but also makes the service process a lot more cost effective. Apart from assuring that online and offline content are communicated consistently a solid combination between content management and online applications is crucial. The model will not work if one of them fails. Building a platform where both content management and online applications work seamlessly together cause great challenges for both the business side as well as IT managers.

Process support

The traditional approach that IT management takes towards the company hardware and software infrastructure is to strive for stability and minimise change. With the Internet becoming increasingly important in public business processes, the demand for flexibility and autonomy to update content is increasing likewise. Decentralisation of online content control poses real challenges to IT. Managing change of content and functionality in both production and DTA-environment is difficult. Add rules on access and the security of content and a crowded landscape is created that potentially causes headaches for IT.

Priority outcomes

As part of the implementation of eGovernment, a set of 'priority outcomes' for each local authority in England has been published. These support the delivery of priority services and the national transformational government agenda. SDL Tridion's WCM solutions enable local authorities to meet the goals set out in the Priority Outcomes. E.g. availability and accessibility of web-based services.

IPSV

IPSV - Integrated Public Sector Vocabulary – is a structured list of terms for the Subject metadata of public sector resources. It is applicable to Web site metadata, content management systems and all situations for managing electronic information and services.

IPSV helps citizens and customers as well as public servants get easier and more efficient access to information. When resources are tagged consistently with IPSV terms, data sets from diverse organisations can be retrieved and the results routed through a variety of delivery channels. This increased interoperability will offer a strategic advantage in linking e-enabled services to the Government’s Directgov portal (www.direct.gov.uk).
 
SDL Tridion allows for all content to be tagged with the appropriate IPSV-compliant metadata quickly and easily.

Service transformation

HM Government has set the Public Sector a challenge to reduce 'avoidable' contact with the citizen in person, instead encouraging more efficient delivery of services online. For organisations in the Public Sector, this means that their Web sites have taken on an even more critical role and as a result, many Web sites will need to be overhauled in order to meet this challenge.

SDL Tridion's experience of working closely in partnership with the Public Sector allows us to better understand these issues and assist organisations in meeting the objectives of the Service Transformation Agreement. Consistent communication

Communicating effectively with the citizen is an important priority for Public Sector bodies. For example, Local Authorities should provide easy and convenient access to a range of online information to encourage the productive use of leisure time and healthier lifestyles, e.g. publishing local library, sports and leisure services.  

Tridion enables organisations to communicate in a consistent manner, across multiple channels, and in so doing improves the service delivered to the public.  

Ease of use

Ease of use is an increasingly important buying factor for both end-users (obviously) and IT management. Minimising the end user support efforts is becoming an important factor in getting control over TCO. SDL Tridion's SiteEdit™ is very strong user friendly functionality enabling non-IT users to update Web sites directly ‘on the page’ when requirements arise without being limited by IT resource availability.

Online services

Public Sector organisations must deliver improved public services and can do so by enabling services to be delivered online. For example, Local Authorities can offer payments to be taken online for local services.

Services must also be available outside of the standard working hours.

Tridion provides the framework for organisations to deliver these services online.  

Platform support

Running SDL Tridion in large IT environments brings along substantial data centre requirements. SDL Tridion has and continues to develop its products to meet these requirements. Tridion Content Porter ensures functionality and content can easily be moved from development to test and production environments. Another requirement is to make sure published content is archived in order to meet compliance regulations that increasingly force enterprises to be able to reproduce the exact Web site content at a certain moment in time.

Accessibility

SDL Tridion’s WCM solutions have been developed to support the delivery of W3C WAI A, AA, AAA fully compliant sites. SDL Tridion's software provides the functionality to automate the accessibility checking of content through the content lifecycle.
